Broadband Initiatives Program (BIP) Round 2 Application Guide and BIP Round 2 Application Attachment Templates
Please note that the Easygrants system is not yet available for the submission of Round 2 BIP applications.  These materials are being made available to assist applicants in assembling application materials prior to the opening of the application window on February 16, 2010.

For details on the definitions and requirements of the BIP programs, please refer to the Notice of Funding Availability (NOFA) for Broadband Initiatives Program.

Applicants applying under the RUS Broadband Initiatives Program (BIP) are not required to purchase materials that are listed on the "RUS LIST OF MATERIALS Acceptable for Use on Systems of USDA Rural Development Telecommunications Borrowers - IP 344-2"; however, RUS strongly recommends that applicants utilize this list.

For details on the "Buy American" waiver for the RUS Broadband Initiatives Program, please refer to the July 1 Federal Register notice .

Applicants interested in reviewing the terms and conditions for accepting a loan/grant award under the Rural Utilities Service (RUS) Broadband Initiatives Program (BIP) should refer to the Loan/Grant and Security Agreement (Draft).  Applicants should review these terms and conditions to ensure they can enter into a contract with RUS.  Applicants cannot modify this agreement, and must not submit a copy of this agreement as part of its application materials.  Should RUS award an Applicant with a loan/grant, RUS will transmit the Loan/Grant documents to Applicants at the appropriate time.
