There are many federal and programmatic rules that govern
BTOP/BIP Grants. We recommend applicants familiarize themselves
with all applicable regulations and requirements and the various
phases of compliance. Below you'll find citations and URLs to some
of the key federal rules. It is very important that you read the
NOFA and familiarize yourself with the underlying federal
regulatory requirements at the outset as you prepare to receive your grant
funding. Failure to comply with applicable federal rules and regulations may
subject your application to denial, amendment or deobligation. It is
